Kasai-oriental : ADGRN dans un séminaire avec les acteurs étatiques et non-étatiques
Listen to this articleL’action pour le développement et la gestion des ressources naturelles (ADGRN) a ouvert ce vendredi 13 septembre un séminaire sur la décentralisation dans la salle Marie Agnès Mpokolo wa Moyo. Les acteurs étatiques et non-étatiques prennent part à cette activité qui va durer deux jours. Le séminaire est axé sur le thème « la décentralisation, clé de voûte pour le développement des provinces et des entités territoriales ». « L’objectif visé est de renforcer la capacité des acteurs étatiques et non-étatiques dans l’application de la décentralisation comme mode de gouvernance », a indiqué Charles Kamanga, coordinateur de l’ADGRN dans son mot de bienvenue.
Pour cette première journée, les participants, composés des autorités politico-administratives et des membres de la société civile, ont eu droit à deux exposés. Le premier axé sur « la décentralisation et la démocratie en RDC, contexte et innovations pour la paix et l’unité nationale » a été présenté par le professeur en sciences politiques, Peter Ngala. Dans son discours, l’intervenant s’est appesanti sur la décentralisation territoriale, en donnant les possibilités de sa mise en œuvre, ses avantages et ses inconvénients. Il a conclu son exposé par relever les problèmes qui freinent la mise en œuvre de la décentralisation en République Démocratique du Congo. Peter Ngala a laissé entendre que la non organisation des élections locales est l’une des causes qui freinent cette mise en œuvre.
Le deuxième exposé a été axé sur « comment susciter un mécanisme progressif d’augmentation des ressources locales ? ». Il a été présenté par Patrick Cibangu, coordonateur de la CODECI. Développant son exposé sur la décentralisation financière et fiscale, Patrick Cibangu a dégagé les faiblesses majeures dans la gestion des ressources financières et les facteurs à la base de la baisse des recettes. Pour lui, le développement de la province dépend de la bonne gestion des ressources financières. Il propose que les autorités provinciales s’occupent de l’accroissement des recettes provinciales, l’élaboration d’un plan de développement économique et la reforme de la politique budgétaire.
Représentant l’autorité provinciale, Paulin Cimanga, secrétaire général du gouvernement provincial, a lancé les travaux de ce séminaire qui vont durer deux jours. Il a appelé tous les participants à tirer profit de toutes les matières qui seront développées au cours de l’activité.
